What we say up front
OKTAN Agency is a French business based in Villiers-le-Bel, north of Paris. We have no office, address or representative in the United States, and we will not pretend otherwise. You work directly with an independent provider who designs, builds and delivers your project from France.
Building a website or an online store, or taking over an existing one, does not require anyone to be physically present. Calls take place by video, decisions are confirmed in writing, and you follow progress on a preview link that you can open at any time. This is already how we work with most of our clients in France.
If your project needs meetings at your location, a visit to the US is possible on quote, with the travel costs set out in advance. For most web projects, it is simply not needed.
Working across time zones
Paris is usually six hours ahead of New York and nine hours ahead of Los Angeles. We adapt to your schedule: calls are set at times that suit your team, on the East Coast as on the West Coast, agreed in advance, and the rest of the work moves forward in writing.
The United States and Europe do not change their clocks on the same dates. For a few weeks in March, and again between late October and early November, the gap is one hour shorter than usual.
In practice, the time difference often works in your favor: a question sent at the end of your day is answered while you sleep, and a preview updated during the day is often ready when you start work. You can book a free 30-minute discovery call from our contact page.
Language, quotes and invoicing
Projects with US clients are run in English: calls, written exchanges, quotes and handover documents.
Every project starts with a detailed quote that sets out the scope, deliverables, milestones, estimated lead times and price. The order is firm once the quote is accepted in writing and the deposit is paid. Our full terms of sale apply, under French law.
Prices are shown and invoiced in euros, not in dollars, so the amount in euros on your invoice is exactly the amount on your quote; the conversion is done by your bank or payment provider. VAT not applicable (article 293 B of the French General Tax Code). Any tax arrangements specific to your business are set out in the quote.
Outside France, we work with businesses only. We do not accept orders from consumers.
The US rules your website has to take into account
There is no single federal privacy law for websites in the United States, and no federal regulation that sets a technical accessibility standard for private businesses. Two areas matter most for a business website.
Accessibility: Title III of the Americans with Disabilities Act (ADA) covers businesses open to the public, and the Department of Justice considers that their websites are covered. It sets no technical standard for them, but WCAG 2.1 level AA is the standard the Department adopted in 2024 for state and local governments, and the usual reference in practice. Individuals can also sue businesses over inaccessible websites, and such claims are brought regularly. Our page on ADA website accessibility explains the situation.
Privacy: several states have their own consumer privacy laws. The best known is the California Consumer Privacy Act (CCPA), enforced by the California Privacy Protection Agency. It applies to for-profit businesses that meet one of its thresholds: an annual gross revenue above a set amount, buying, selling or sharing the personal information of 100,000 or more California residents or households, or deriving half or more of their revenue from selling or sharing it. Businesses it covers must, among other things, honor opt-out preference signals such as Global Privacy Control.
If you also sell to customers in the European Union, the GDPR and the European Accessibility Act can apply to your website too.
We deliver the technical implementation: accessible templates and forms, a consent or opt-out tool configured for the trackers you actually use, a privacy notice structured around what your site really does. We do not give legal advice: whether a law applies to your business, and what your legal texts say, is for you and your attorney.
What US businesses ask us for most
A small business website that loads fast, that you edit yourself from your browser, with no subscription and no hosting cost whatever your traffic.
A Shopify or WooCommerce online store, or the redesign of an existing store without losing the search rankings it has earned.
An accessibility audit against WCAG, followed by technical fixes on a separate quote.
A website audit before deciding on a redesign, with a prioritized roadmap.
Search engine optimization and paid campaigns on Google, Meta, TikTok and Pinterest.
The sites we build are static files served by a global network, so they load quickly for visitors in the US as elsewhere. The domain name, hosting account and content stay in your name from the first day to the last.
Prices for each service and our packages are on our pricing page.
What we do not promise
We do not guarantee a search ranking, a sales figure, legal compliance, or protection from lawsuits. A website built with care makes accessibility and privacy much easier to achieve and to demonstrate, but no provider can promise that a business will never receive a demand letter.
If, after a first call, we think a US-based provider would serve you better, for instance because your project needs someone on site every week or constant availability during your afternoon, we will tell you.

Frequently asked questions
Do you really work with businesses in the United States?
Yes. A website or online store project does not need anyone on site: calls are held by video in your morning, decisions are confirmed in writing, and you follow progress on a preview link. We work with businesses only, not with consumers.
How do we handle the time difference?
We adapt to your schedule: calls are set at times that suit your team, on the East Coast as on the West Coast. The rest of the work happens in writing, often overnight for you.
Why do you invoice in euros rather than dollars?
Our business is in France and all our prices are set in euros. The amount in euros on your invoice is exactly the one on your quote; your bank or payment provider converts it at payment.
Will my website be ADA compliant?
We build to WCAG 2.1 level AA, the usual reference, and can audit and fix an existing site. But the ADA sets no technical standard for private businesses, and no provider can guarantee compliance or protect you from a lawsuit. We do not give legal advice.
